This month we encourage CEPIS Member societies to consider putting forward a candidate for the Executive Committee elections, which will take place in November. The formal invitation has been extended to all Members on behalf of Honorary Secretary, Byron Nicolaides. Please be aware that the closing date for nominations is 18th September 2010. As participation by all Member societies is essential to achieve CEPIS’ strategic goals and objectives, we also invite you to join the CEPIS Research Task Force, and encourage you to become registered stakeholders in the European Commission’s ‘Digital Agenda’ to raise the profile of your society in Europe. CEPIS Vice President Declan Brady has also kindly contributed an article about the recent EWCIP I event that was held in Santiago de Compostela, Spain last month.
Learn more about the new Partnership for Advanced Computing in Europe (PRACE) initiative that aims to strengthen European research and competitiveness. We bring you an update on the development of the three Knowledge and Innovation Communities (KICs), and how the European Commission plans to improve vocational education and training in the future as part of the 10-year plan ‘Youth on the Move’. The latest issues of UPGRADE and the European Centre for Women in Technology (ECWT) newsletters are also now available. European Schoolnet provides reports from 15 different countries across Europe about ICT in education. This issue also includes contributions from the Irish Computer Society (ICS) and the Informatics Association of Turkey (IAT).

CEPIS Research Task Force needs you!As announced at the last Council meeting in Bucharest, the CEPIS Research Task Force is in the process of formation and members are invited to express an interest in joining.
FROM THE PRESIDENTWith the best part of the summer months (hopefully) approaching, I would like to thank all of you for your continued dedication and participation to developing CEPIS’ varied and important strategic objectives over the last couple of months. I am very aware, now more so than ever, that in order to achieve the goals set out in the CEPIS Strategy 2010-2013, it is essential that all Member Societies participate in the Task Forces and Special Interest Networks that have been diligently created so that CEPIS as a whole can become more prominent and active on a wider European scale.
Your ideas and opinions are extremely valid for the development of CEPIS and I encourage all of you therefore to partake in the
Professionalism Characteristics and Benefits Survey that was recently created. The CEPIS Professionalism Task Force has created this survey to outline the foundations of the Professionalism approach by CEPIS by proposing a definition of Professionalism and to elaborate the benefits of Professionalism. It offers the chance for all CEPIS Members to allow their opinions to be heard, and to influence how CEPIS should continue their approach through the Professionalism Task Force.
Most of you, I hope, have already started thinking about the next Executive Committee Elections, and will have received the formal invitation from Honorary Secretary Byron Nicolaides, as well as a letter from myself, sent in early June, to the President of each Member Society. This is the perfect opportunity to express your opinion on who in your Society should put forward their candidacy for election. Once you have decided on your preferred candidate, I encourage you to send in the completed nomination form by 18th September, together with the other required documents by 18th October to

Finally, I would like to introduce a new member of the Secretariat, Bartlomiej Telejko, who will take up the new position of Policy Officer. Please join me in welcoming this addition to the CEPIS Secretariat team.

NEWSExecom Elections – Nominations now open! The Honorary Secretary, Byron Nicolaides, has provided the official invitation to Members to nominate candidates for the Executive Committee.
The term of five CEPIS officers expires in November 2010. In accordance with the CEPIS Constitution, Members are invited to nominate candidates for election to the positions listed below at the forthcoming Council meeting in Brussels on November 18th, 2010.
- President Elect
- Honorary Secretary
- Honorary Treasurer
- Vice President (2 positions)
The term of each office is two years, with the exception of President Elect who serves one year in this position followed by two years as President and one year as Past President.
Candidates may be nominated for more than one position however such applications must be made separately on the position-specific application forms listed in the link below. The voting sequence will be in the order listed above. Each qualifying Member Society will have one vote on each of the available five positions.
To follow the requirements as laid down in the Standing Orders, all proposals should be submitted in writing to the CEPIS Secretariat. In addition, nominations and relevant documents should also be submitted by electronic mail. All Member Societies and their delegates to the Council are kindly asked to submit all documentation for the nominations before September 18th, 2010.
Candidates, who must be proposed by at least four Members, should also submit a short biography together with a photo and written statement of their intended contribution to CEPIS. A template for this information is attached for your convenience. These documents should be sent to the CEPIS Secretariat before the 18th October 2010. A summary document of all biographies will be distributed one month prior to the Council meeting. Please direct all related correspondence to

May I kindly remind you that according to the Constitution, article 4.4.1, only those representatives of full Member Societies that have paid their membership fee in full will have the voting right during the Council meeting. CEPIS’ commitment to promoting Women in ICT highlighted as ‘excellent initiative’ in The Parliament MagazineCEPIS’ activities in promoting women in ICT have received high-level attention in the media. In the most recent issue of The Parliament Magazine, CEPIS’ annual award to encourage young women to pursue ICT-related education and careers is mentioned as an example of an ‘excellent initiative’, through an article submitted by the European e-Skills Association. Every issue of the magazine is read by around 12,000 EU officials and professionals which makes it one of the most respected and popular periodicals in the European capital. Its content is based upon contributions from Members of the European Parliament (MEP), NGOs and stakeholder groups on issues currently under discussion within the European institutions.
CEPIS launched the first award for Women in ICT at the closing event of European e-Skills Week 2010, in March of this year. CEPIS remains committed to breaking down the gender stereotypes and encouraging women to take up ICT-related education and careers. Europe’s capacity to make a strong recovery from the economic crisis will depend to a considerable extent on ICT, and with the skills shortage that is frequently predicted, we believe that women represent an untapped human capital resource that can help create the ICT-skilled labour force that Europe needs to foster innovation.

EWCIP I – 19th June 2010 - Sponsored and co-chaired by CEPISThe European Workshop on Computing and ICT Professionalism (EWCIP I, part of the CISTI 2010 conference) took place on Saturday June 19th in the beautiful Santiago de Compostela, capital city of Galicia in northwest Spain. The workshop, co-chaired and sponsored by CEPIS, was an opportunity for researchers and practitioners to share contributions describing relevant advances or experiences in the study of computing and the ICT profession.
Four papers were presented: Roger Johnson (IFIP) provided a paper on the work of IFIP's IP3; Kevin Johns (Open University) spoke on the important subject of business change and the role of IT Professional; Luis Fernandez-Sanz (Universidad de Alcalá) presented an update on important statistical analysis of soft skills requirements for technical roles and the implication for education; and Luis Sanchez (Universidad de Castilla-La Mancha) discussed trends in software engineering certification, including EUCIP.
Additionally Declan Brady, CEPIS Vice President for Professionalism, presented CEPIS' position on IT Professionalization and the supportive interventions it is undertaking through its Taskforce on Professionalism, specifically:
- CEPIS supports a progressive, collaborative, professionalization of IT, so that IT can stand in the same esteem and regard as a profession with its peers
- CEPIS acknowledges the many differences of interpretation of, and in approach to professionalism that exist across Europe, and seeks to engage with stakeholders in obtaining a shared view of the common characteristics of the IT Profession
- CEPIS promotes the value of increasing professionalization to its members, and - on behalf of its members - to the EU and multinational industry; it encourages its members to do likewise to local and national governments and industry
- CEPIS seeks collaboration and cooperation with like-minded bodies and organisations in promoting a multi-stakeholder partnership in the promotion of professionalism; such bodies include EuroCIO and the Innovation Value Institute
- CEPIS, as an inter-societal body of peers, does not seek to impose a defined standard or method concerning professionalization upon its members; rather it seeks to obtain commonality of esteem through a system of collaborative agreement and inter-society supports

CEPIS Professionalism Characteristics and Benefits SurveyThe concept of Professionalism has been widely accepted as a key issue for all CEPIS member societies. Since 2007, the CEPIS Professionalism Taskforce has been engaged in a range of deliberations, consultations, and meetings to build the foundations for a coherent strategic approach to the topic. A new
survey aims to outline the foundations of such an approach, by proposing a definition of Professionalism and elaborate the benefits of Professionalism.
The survey offers an opportunity to comment on characteristics and benefits of Professionalism and to rank their importance. This feedback is important to provide a validated position on the most important elements of Professionalism, based on the input of key European stakeholders.

Become a Registered Stakeholder in ‘Digital Agenda for Europe’The European Commission is currently seeking to identify stakeholders who can play a role in supporting the goals of its ‘Digital Agenda for Europe’ during 2011, and is asking for these stakeholders to register with them. CEPIS encourages interested parties to engage.
Those who register as stakeholders will not only help to increase their positions as key players in their national skills and digital literacy arenas but will also be invited to an event, which will be held in each country, to provide further information on the Digital Agenda.
Both the survey and the planned national events represent good opportunities to raise the profile of CEPIS Members and their activities. It is also an occasion to engage with new national partners.

Latest issue of UPGRADE out nowThe latest issue of UPGRADE is now available. The issue features a monograph entitled "Information Technology in the Tourism Industry" which provides an overview of innovative applications through ICT in the tourism industry. The guest editors of this monograph are Antonio Guevara-Plaza and Andrés Aguayo-Maldonado (both from the Universidad de Málaga, Spain), and Roman Egger (Salzburg University of Applied Sciences, Austria).
The UPGRADE European NETwork section includes an article from the German journal, Informatik Spectrum that confirms the ability of autoantibody profiling as a diagnostic test for a variety of cancers as well as inflammatory diseases at an early disease stage.
The CEPIS NEWS section provides an update on some of the interesting projects of CEPIS and its Member Societies. It includes news about the appointment of former CEPIS Honorary Secretary, Dudley Dolan, as Chair of the European Committee for Standardisation (CEN) Workshop on ICT Skills and welcomes a new Member society from Montenegro. Calls for participation in the CEPIS Green ICT Task Force and CEPIS Research Task Force are also announced in this section.

€500 million EC initiative to strengthen European competitiveness & researchEuropean researchers and scientists alike can expect to benefit from the
€500 million initiative that the Commission has recently launched. The Partnership for Advanced Computing in Europe (PRACE) will enable researchers in 20 European countries to use super fast computers to make up to 1000 trillion calculations per second for their research projects. Scientists will be able to avail of this PRACE initiative from 1st August onwards, when Germany will provide ‘Jugene’ the first supercomputer to be available to all researchers.
By 2015 even more supercomputers will be available in Germany, France, Italy and Spain for use by researchers across Europe. The Commission is providing €70 million to PRACE as it is directly linked to one of the main objectives of the Digital Agenda for Europe – to strengthen European research and competitiveness.

1st ECWT Newsletter has been ReleasedThe first ever newsletter of the European Centre for Women and Technology (ECWT) is now available. ECWT is a sustainable European multi-stakeholder partnership representing high-level expertise in women and technology development from business, government, academia and non-profit sectors and supporting regional innovation through leveraging resources, research, best practices and services. CEPIS is a member of the ECWT.
One of the ECWT commitments is to encourage more women to pursue ICT-related studies and careers. In its newest newsletter ECWT highlights the importance of CEPIS’ most recent initiative that helped achieve this goal – the CEPIS award for Women in ICT. The award was established in March this year at the closing event of European e-Skills Week 2010.
ECWT is a rapidly growing organization attracting not only CEPIS but also its Member Societies. Many have become ECWT National Point of Contacts (N-PoCs) and team up with partners on national levels. The latest CEPIS member that has engaged with ECWT is Asociación de Técnicos de Informática (ATI).

Improving vocational education and training for the EU2020 StrategyThe European Commission recently announced its plans for the future of vocational education and training in Europe. The aims are to:
- Ensure open access to lifelong training and qualifications
- Promote mobility
- Provide high quality education and training
- Promote opportunities for marginalised groups
- Nurture the creative and innovative thinking of students
These plans are aligned with Europe’s EU2020 strategy for smart and inclusive growth and are directly linked to the 10-year ‘Youth on the Move’ initiative.

ICT in Education: Reports from 15 European countriesThe Insight portal of European Schoolnet is an observatory for new technologies and school education in particular. Insight recently published its 2009/2010 Country Reports on ICT in education, which were based on information provided by Ministries of Education through an annual questionnaire.
Fifteen different countries participated, including Austria, Belgium, Czech Republic, Estonia, France, Greece, Hungary, Italy, Lithuania, The Netherlands, Norway, Portugal, Spain, Switzerland, and United Kingdom.
The five key areas outlined in the 2009/2010 Country Reports include:
- Education context
- ICT policies
- ICT in the curriculum
- Digital Learning Resources
- Teacher education in ICT
Each country is assessed in detail and the latest developments and challenges are analysed including, for example, addressing the changing societal and economic challenges through education reform, and using ICT to modernise education.

Knowledge & Innovation Communities strengthening European InnovationThe European Institute of Innovation and Technology (EIT) recently launched the three official Knowledge and Innovation Communities (KICs) at a conference in Barcelona.
The conference was the opportunity for the EIT to officially designate its first three KICs and to enable participants to learn from their initial set-up process. The Climate KIC, EIT ICT Labs KIC and InnoEneregy KIC were presented along with the opportunities that KICs can offer. The EIT believes that these KICs can have an influence in addressing societal and economic challenges, provide opportunities for entrepreneurship, develop innovation and shape educational programmes.

CALLS FOR CONTRIBUTIONSCEPIS Research Task Force Needs You!The CEPIS Research Task Force is in the process of formation and members are invited to express an interest in joining. As presented by Vice President Malgorzata Kalinowska-Iszkowska at the 44th CEPIS Council the suggested work programme for the Research Task Force may include:
- A review of common research issues across Europe
- Creating a list of issues and concerns affecting the area of Research to focus action on;
- Preparing reports expressing CEPIS’ views on Education & Research;
- Investigating how legal regulations may impact on ICT e.g. patent law, copyright levies, and intellectual property rights.
In order to achieve the above objectives along with other topics relevant to Member Societies, CEPIS would like to call upon the vast wealth of knowledge and experience that all CEPIS members possess, to create a strong and committed task force.

EVENTS2010 European Conference of the Innovation Value InstituteThe annual European Conference of the Innovation Value Institute (IVI) took place recently at the National University of Ireland, Maynooth. The now fully operational Information Technology Capability Maturity Framework (IT-CMF) version 1.0 was one of the main topics for discussion. The results so far for companies in assessing their IT management maturity, and how CIO’s will be empowered through newly established IVI diplomas and masters qualifications were also presented.
At the conference it was announced that Chevron will adopt the IT-CMF framework across all of its global operations, and that the world’s leading oil and gas companies are using IT-CMF assessment in a bench-marking study that covers their entire enterprise IT. IVI confirmed their belief that business competitors should share information when solving common IT challenges, by presenting the collaboration of leading energy companies who are now all using the IT-CMF.

President Baltac – Keynote Speaker at Union of Informatics Managers in Public Sector conferenceRecently the ‘Union of Informatics Managers in the Public Sector’ conference was held in Antalya, Turkey where CEPIS President Vasile Baltac participated as keynote speaker.
Managers from both public and private institutions attended this event, and two working groups presented their reports on Green Informatics and Decision Making Support Systems. President Baltac spoke on new skills, e-government, e-learning and future development and confirmed that “we cannot use new technologies without new skills”. The President also explained other key concepts such as the digital divide, e-skills and professionalism.
